On the corner of Corporation Street and Balloon Street this building dates from 1980 and was designed by the CWS architects.

The statue of Robert Owen sits outside.  It was created by Gilbert Bayes in 1953 and it was originally located in Rochdale where the Co-operative Society was founded.  It was moved to this location in 1994
