Griffith House sits at the corner of Old Marylebone Road and Marylebone Road and belongs to the London Underground Company.  A footbridge used to connect it to the hearby Edgware Road Tube Station but, when this image was taken in October of 2011, the footbridge had been removed to facilitate the construction of a new electrical substation behind Griffith House.  I know nothing about who designed Griffith House or when it was built so, based upon its Art Deco appearance with alternating bands of bricks and windows, I am assuming that it may well date from the 1930s.
