Harris was born in Devonport, Devon, in
1876. During his career he was
responsible for the City Hall in Sheffield,
the Civic Hall in Leeds and County Halls in
Nottingham, Taunton and Chelmsford. He
also designed the Central Library in
Kensington. In Manchester he was
responsible for:
