I haven't been able to find out very much about this office building located on Cote de la Montagne and quite literally on the side of a mountain.  I have seen a suggestion that, in fact, you can enter the building from the street and from the top of the cliff behind.  I have included it in the 1930s because the decorative features suggest Art Deco.
